During endocytosis of the plasma membrane of a synapse, what prevents (t)-SNAREs from being incorporated into the vesicle membrane?

Asked in a different way:

Since the (t)-SNAREs (Syntaxin and SNAP-25) must remain on the synaptic plasma membrane to interact with (v)-SNAREs (Synaptobrevin) for docking and then Ca2+ initiated fusion, what prevents the (t)-SNAREs from being added to the vesicle membrane during endocytosis.
